I think you'll find they're ghost pirates. Pirate ghosts are ghosts that decide to become pirates, whereas ghost pirates are pirates who died and became ghosts.

You scheme was very clever, very clever indeed, but he's no ghost!
Oh ya think genius? What tipped you off - was it the huge zipper, maybe the rubber mask? But you had to kill him anyways. If you'd played by the rules - the ghost pirate rules - and just run away, none of this would be happening! But nooo, you had to go nuts and kill a guy!
I just don't want this to happen to me

No, then they're Pirate Ghosts. Because pirate ghost are the ghosts of dead Pirates.
It’s usually the second term in a compound descriptive that serves as the primary identifier. Take Thunder Cat as an example. The second term, Cat, identifies the subject, while Thunder more specifically “cat”egorizes it. What kind of cat? A thunder, thunder, thunder cat!
In the case of apparitional swashbucklers it seems more subjective. In other words, it depends on what one considers the definitive characteristic to be. Are they pirates first and foremost or ghosts above all else?
Personally, I’m with Phitzy on this. Before they where ghosts, they were pirates. So ghost is a descriptive modifier for the term pirate, in the same way that someone who completes a level of schooling, but continues their education, is called a graduate student. They were and continue to be students, but the term graduate indicates a change in their status. The pirates are still pirates, but they have graduated life and now continue their careers in the after life. Etymologically speaking, ghost pirates makes the most sense.
