The other one is actually my sig. Sorry if that caused confusion. And yes, that is Lisa Simpson at Hullabalooza during Cypress Hill's set. BTW, the same episode used to have Kearney and Otto making a joke about LSD and then they look at Otto's shoes and they are talking to him. They cut it from the serialized version, anyone know why? Maybe the full scene will be on the box set (coming out in late August I think.)

You were in the*ballpark. The movie was Yellowbeard (1983) and could definitely be described as "wacky". The quote was said by Yellowbeard to his son Dan. Marty Feldman died while the movie was in production and he had to be written out by using another actor to portray the death of his character. I think it was also James Mason's last film. John Cleese was in it and called it one of the worst movies ever made. I would have to disagree and hope that it finds its way to DVD.
