I guess this might be a Canadian thing, but "I love Papa Smurf" is a sexual reference. There is a select minority of girls who enjoy picking up and sleeping with "the old guy" at the bar that never gets laid. Since these guys are so sexually deprived, they obviously suffer from "blue balls", hence the term "Papa Smurf." This is the context it would be used in.
